MINUTES of the Meeting held in the Committee Room, Swale House, East Street, Sittingbourne on Tuesday 7 May 2013 from 5:00 pm to 5.20 pm.

Present: Councillor Duncan Dewar-Whalley (Chairman), Councillors Ben Stokes and Mike Whiting.

Officers Present: Kellie Mackenzie, Donna Price and Mark Radford.

Also In Attendance: Duncan Milne (Investigating Officer).

698	election of chairman RESOLVED: (1) That Councillor Duncan Dewar-Whalley be elected Chairman for this meeting.
699	declarations of interest No interests were declared.
700	exclusion of the press and public RESOLVED: (1) That under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in Paragraphs 1 of Part 1 of Schedule 12A of the Act: 1. Information relating to any individual.

701	consideration of complaint no. sbc.09.12 - confidential report and appendices The Sub-Committee determined that it accepted the Investigator's report that there was no breach of the Code of Conduct by the Borough Councillor. RESOLVED: (1) That there was no breach of the Code of Conduct. RECOMMENDED: (1) That the Planning Committee Spokespersons Working Group be asked to consider setting-up a short protocol for the meetings of the Planning Working Group and that the protocol include the following: a short explanation of how the meeting would be conducted; that each member of the public will be allowed to speak for no more than three minutes and on only one occasion; and that Members of the Planning Committee be asked to wear their ID badges so that they are easily recognisable to the public.
